Project Summary

Hoyle, Tanner conducted a Road Safety Audit (RSA) for the Community College System of New Hampshire’s Manchester campus. An RSA is defined by the Federal Highway Administration as the formal safety examination of an existing or future road by an independent, multidisciplinary team, and its purpose is to identify potential issues and opportunities for safety improvements considering all users. MCC requested the RSA of the Campus Access Driveway/Front Street intersection due to concerns about safety of motorists and pedestrians.

For this RSA, Hoyle, Tanner chose the RSA team, compiled existing data, led the team in a site investigation of safety issues and a discussion of potential improvements, and produced the RSA report. The RSA team included representatives from MCC, the Manchester Police Department, the Manchester Highway Department, the Southern New Hampshire Planning Commission, NHDOT, and Hoyle, Tanner.

The report includes a discussion of the RSA goals and process, identifies safety deficiencies, recommends improvements, and quantifies the implementation cost, time frame, safety pay-off, and funding sources for the potential improvements.
